infinite-Maybe so, but they certainly didn't intend for the same 4 classes to be used 90% of the time and a significant amount of content arbitrarily banned.
The core experience of 6v6 is not defined by the weapon bans nor class restrictions, but by the player count.
I doubt any consideration was given to the prospect of competitive play during development, but here we are almost a decade later pushing a game that we all know and Valve now thinks has potential as a competitive game.
Valve can fix the problems with the 6v6 meta, but they cannot fix the problems inherent in highlander: 18 player games with 1 of each class (the most strict requirement of all).
I'd also argue that consideration needs to be given to the upper end of the skill spectrum when evaluating competitive formats, which is where highlander is both lackluster to play and lackluster to watch.

highlander is a community-developed gamemode that removes class switching entirely from the game and arbitrarily enforces the all-classes-are-equal mantra which the developers (to my face) have said was never intended
