I've never actually played ctf, but i get the idea of the problem reading the above. Would different intel spawn locations and reduced flag despawn time solve it?
4 different spawn locations, if the intel has not been picked up for a couple of min or if you cap, it changes location to one of the 4 at random. That would make it as fast paced as it gets, no?

Most of them just have a idea that is silly and should be reworked/removed imo

Nerf the speedy gloves for heavy

There is prob more, these are off the top of my head.

They did a great job with most of the item changes, just feel like some of the most unbalanced items got left out.
Also, buff quickiebomb some more, needs +825 health and scout speed when equipped

The worst stalemates are on last, and this would be no better. A sentry or a heavy would make pushing last impossible pretty much. The concept of last would have to change completely.
No one wants to drypush 6v6 really, so you would wait 100 years for 1 (if you are greedy) or 2 picks. sniper would be much more vible to get the picks as well.
