MarxistI've never heard of immigration policy playing a role in the women's suffrage movement and the few US history courses I took were gender studies courses :/
But hey you can't cover every angle lol.
It wasn't immigration policy, but the massive influx of immigrants that was used as an argument for suffrage.
But the OP's situation strikes me as a give a fish vs teach how to fish case. If you are in university the best and easiest way to get help on a paper is to go speak to the TA who is going to grade your paper. Just by going in and chewing the fat will net you an extra 5%-10% boost to your grade for free. Additionally if you ask some leading questions that reword the original prompt, you can pretty much get the A+ answer for the paper. Just make sure to go in well before the paper is finally due or else you won't receive such a warm reception. Trust me this method is fool proof because I've seen idiots copy verbatim what they got in office hours and still earn B grades and above. Finally and perhaps even more importantly you can curry some favor for future letters of recommendation.

Not sure if you are asking for some sort of psychological trick/mantra you can use to become more disciplined, because there is none. What you need to do is shut down the computer, do your homework and hopefully that will leave you exhuasted/bored enough to go to sleep. However nothing is that simple for someone having that much difficulty. I'm no psychologist but it also sounds like you may be a bit depressed, in which case you should probably talk to someone in meat space to help you receive support or medication.
