i have a 2700x and a 1060 and i have no such problem, I know you mentioned messing with the threads in launch options, but did you intentionally put 12 instead of 16?
also is there any chance you're not using your gpu and are using integrated graphics or something?

I just got this and its a very nice actual 144hz monitor, the curve is very subtle and i'm honestly a big fan
