i've tried streaming @ ggly quality before but even that drops out every ~30 seconds because my ISP has a monopoly around here (no time warner, comcast, verizon, etc out this way) so they throttle the shit out of you anytime you actually try to use your bandwith. it's bad.

all its gonna take is a sudden movement from someone w sound cancelling headphones and someone's going to get shot. i'd put money on it.
don't set your expectations insanely high. you will have to play on not-so-great teams for a while, and either your team will get better together or they won't but you'll catch the eye of upper level players and progress from there.

rialto is only 100,000 people and it's only a bit above average as far as crime rates go, and that's with a very very small police force/presence by comparison to other places. study needs to be done somewhere like oakland or nyc.
rialto had fucking 95 police officers in 2012. so those juicy percentages that they get to post as evidence of it working is basically 10 cops being told hey fuckers you're being recorded cut the shit. now deal with a police force of 10k+ in high crime neighborhoods and see if you get those same numbers.
