Valve added async texture loading to help prevent stuttering during gameplay. This doesn't function in dx8 however.

HidiI'm having a somewhat similar problem. I can get a stable 120 FPS, but when I get into mid fights, or even turn around a lot (I play HL Medic, kinda important), my frames just drop to 30, so I'll do a small turn and do a 180 because my FPS dropped to 30.
Framerate shouldn't affect sensitivity in tf2. Are you using raw input?
It might also be worth using loader_spew_info -1 to see if your freezes are happening when tf2's new content loader loads a bunch of stuff.
Asking him to install sourcemod on all his servers is not the same as asking him to "fix" something. If you want to change the configuration of servers past the extent allowed by serveme.tf, then you'll have to buy your own server.
-dxlevel just resets some parts of your config while +mat_dxlevel doesn't. You're still running the game in Direct3D 8 mode, where motion blur is not possible.

This can also be specified with Launch Options, use +mat_dxlevel [DirectX version] on the launch options of any Source game to do so. Alternatively, you can use -dxlevel [DirectX version], however this specifies a number of extra presets, including but not limited to:
- Resolution
- Windowed/Fullscreen status
- MSAA quality (mat_aaquality) and sample count (mat_antialias)
- Motion blur (mat_motion_blur_*)
- Shadow depth textures (flashlight)
- Gamma (mat_monitorgamma)

athairusThis is also happening in other sections like shadows (nb_shadow_dist) and gibs (cl_phys_timescale).
cl_phys_timescale is a cheat, and nb_shadow_dist is unrelated to visible shadows (all the nb_ convars stand for NextBot, and nb_shadow_dist has to do with physics engine shadows)

Try ethernet, if it only happens on that server then it's the server operator's fault and they need to fix it.

There's also a cvar within tf2 to report CPU frequency every second or so in the console. Look for something with "CPU" in it and you should be able to find it pretty easily.
