The fonts are out of proportion because their height is clamped *after* they are scaled based on resolution and not before. In other words, say you're a soldier and your ammo display reads 4-20. The HUD is trying to draw the "4" with a font 300 pixels high and the "20" with a font 150 pixels high, then they are both clamped to 128 pixels high.

The maximum font height for any fonts in source is 128 pixels, regardless of resolution. Sorry OP, but you're gonna have to switch to a smaller resolution or deal with the tiny fonts.
Any errors in console? Missing shaders etc?
pitch min and max values are clamped at a max of 100 since the update. likely has to do with valve forgetting to remap 0-100 as a percentage to 0-255
Why change the razorback when you could just remove it? imo that would be the better option...

I'm pretty sure that shadow bug happens whenever you have render-to-texture shadows on and it's not related to any specific fps config. Gonna take a guess and assume that's where the origin of the map is.

HBMy Toshiba laptop uses Conexant Smartaudio HD software.
Uninstall this software and see if that fixes it. If the "underwater" sound effect is affecting music you're playing outside of tf2, there's no way changing any settings in tf2 is going to fix that.
