Let me explain some of the fine rules UGC has listed.
Basically there's a rule saying map exploits or texture flaws are bannable, meaning the match results can be overturned or replayed (i.e. putting sticky traps inside the rocks on upward).
Basically if you are bullied in a match, such as name calling, and the players that call you names go further by spawn-camping you and taunting, you can file a bully report and have the match results overturned or something like that.
The admin discretion literally says "Hey these rules are just guidelines for us to decide what we want."
UGC needs to rewrite their rules so that the admin can enforce them, not interpret them.
On the note of your situation, it should be fair for all players despite what UGC rules state about high ping for one player. Being accommodating is usually what I've seen in all competitive 6s formats in CEVO and ESEA, however they weren't grand finals so I can understand.
Again, UGC should rewrite their rules.
