Buying a dual-core for gaming isn't a good idea since like 2010 and might cause wierd problems in some games like BF3
tbh the way things are going i'd recommend an AMD 6 or 8 core CPU just so that you dont have to upgrade for some time
but yeah TF2 can run on a dual core processor perfectly fine

I believe Valve doesn't like directx 12 much tho and are putting their faith in Vulkan (OpenGL successor)
DirectX 11 would be neat tho since most people dont have Win10 to use dx12 anyway

I had a PC slightly worse than that and I could run TF2 at 120fps.
Since you already bought a FM2 board, you could try returning or changing that CPU if you still can and get AMD A10 7850K or 7870K. The APU you have has Radeon R7 wich should be enough for playing TF2 at 1080p without dropping bellow 100fps at least in my experience.
Alternatively, you could try adding an AMD graphics card and using Hybrid CrossfireX to use both your APU graphics and the GPU.

Also if you are experiencing overheating you can check your CPU speed in the bios and maybe change it to something higher.

i think what he might be referring to is the amount of players that are relatively new, as there is a constant influx of them both for TF2 in general and tf2center where its not rare to see people with under 800hrs. I do agree than bigger prizepools will bring more talent to the scene. As we all know some players leave for new games with potentially bigger prizepools and over time many top players left just from not getting 1st place in leagues. Currently close to no one can really make a living off this game. That said I'm sure many old and new top players will come once matchmaking gets released.

its logical that you have negative accel from using 450 dpi. I had the same when i had MWO (400 DPI)
You can fix this by making your DPI higher or increasing the default polling rate, default 125 Hz, to 500 or even 1000 if your sensor is good

Keep in mind that your sensitivity will be slightly higher if you increase the polling rate

The Metal Slug 2 web emulator is very wierd tho. Audio sync is messed up and game sometimes speed up randomly, i guess due to trying to fix the frame drop problem that the game had on the original system.
That said, I don't think buying ports of old games is very wise or good for the industry, besides most of these ports use closed-source emulators that are actually worse or less accurate than free emulators.

I bet if they do remove dx8 its just to force people to see the skins they want to get profits from. Unless they come up with some great dx9 optimization or new graphic options its really the only reason to not support dx8
