It sounds like a routing issue with your ISP, call them up and complain.

some questions i have:
1. Can i overclock this if i buy a heatsink like the hyper 212 EVO? or do you reccomend a better heatsink?
2. is 500W enough if i plan to run a 144hz monitor and overclock as well?
3.should i stay with this intel build or make an AMD build?
4. is there better options in terms of bang for buck regarding the optical drive and hard drive?
AMD CPUs are generally cheaper than Intel but tend to have lower performance.
You can overclock if you get a hyper 212 evo, it's fine for light-to-moderate OC.
I would recommend going up to 620 or 650 watt PSU (if you can afford it), it'll allow you to upgrade in the future
Also if you can afford it, go up to a Radeon 7850 for your graphics, it's only $30 more and AMD's giving out some free games if you buy a new 7850
TF2 definitely needs better spectator features. It would make things so much easier for casters and much more enjoyable to watch on-stream
It'll be fine for TF2 as long as the CPU isn't bad but if you want to play any other non-source engine modern games you should get a discrete GPU.\
