There would have to be a cheater who gets a year ban, actually repents and patiently follows the game for a year without buying an alt to start playing legit again after the ban expires.
This is not a realistic scenario imo.

I have multiple relatively young friends who got caught cheating and banned from ozfortress for a year or two before I knew them and they're now just normal members of the community like anyone else. That's part of the reason why I personally don't support hardware id bans.
That said, it's overwatch. Out of all the games to not be able to play, that's a pretty good one imo.
An ozfortress ban is not the same as being unable to play the game. If they're serious enough about tf2 to play in ozfortress and they got a ban that left them unable to play tf2, I'm sure they would make alt accounts, even if it cost them 60 shekels.
If you think that everybody (anybody) shares your absurd rationale that playing against a good player and playing against a cheater are equally enjoyable, you're far removed from reality.

Have you ever even played CS? You can literally have a VAC ban, have a kid, have that kid grow up, and still be unable to play CS with him. There's seriously very little practical benefit for even banning people from hacking other than it (arguably) prevent more people from cheating. To the end user who doesn't cheat, the difference between banning hackers and simply preventing anyone from connecting with a detected cheat loaded is negligible. I dont think the threat of banning is actually a deterrent. All you do if you permaban is tax players who want to play the game after cheating. I don't see the point in blocking the portion of people who cheated in the past but now want to play legitimately from playing. If they cheat again on the same account, you could just ban them again.
Idk how you can say that after having read these... people who cheat in Overwatch do so with the clear intention of ruining other players' experiences for whatever benefit they see in it. Why should they go unpunished?
The probability that the cheater will play again and cheat again is like hundreds of times higher than that of him playing again and not cheating. Furthermore, your proposition would give cheaters literally unlimited chances of trying new cheats with no fear of consequences, giving a huge boost to cheat development.
This doesn't even include the ethical implications. If you break the law, you get punished. Why should you go unpunished for breaking the law of the game? By cheating, you are taking away from the enjoyment of other players on the server, which is Blizzard's source of income. You're thus indirectly causing them losses (see everyone not playing MM because it's infested with cheaters). You're also contributing to their anticheat expenses. It's absolutely fair that you have to compensate Blizzard if you get caught, by buying a new account if you want to play again.
