Basically, freeze time like in TF2, except you can't move and the round is not running. This allows for a much longer pre-round pause time that's separate from rollouts. You can also pause during this time, like you see in CS:GO with tactical pauses.
CompCtrl 0.4.0 is out with some very exciting features - strategy periods in between rounds and map timer pausing.

Generally, head-to-head is only applicable if all teams have played each other the same number of times. It's a much better indicator of relative strength in that case, since it eliminates performances against all other teams and only focuses on the teams that are tied with each other. However, if this is not the case, it becomes even worse than rounds won.
If ESEA follows this principle, this scenario, since there is no conclusive head-to-head tiebreaker, would then proceed to rounds won. They've stated the same principle when breaking a four-way tie for three CS:GO Invite LAN spots Season 18, but obviously you should confirm this with Shooter, Killing, or tri.
I know the ruleset was recently updated with that. It used to be that anything below Invite did not have head-to-head listed in the tiebreakers.

It's a hell of a lot of work to build and run a league from scratch, as ETF2L admins will tell you, and it's a hell of a lot more work to organize and run a well-produced LAN, as Insomnia staff will tell you.
It COULD be done, but for the amount of benefit we get from it I doubt it's worth having almost everyone we have pour their time and effort into it.

komorebiIf it were split so that Blue and Red kills are on their respective sides that'd be sick! That would make it much easier to see who's dominating a fight, especially since this would allow twice as many kills to be displayed so a huge fight wouldn't cause kills to be rapidly displaced by more recent ones. Like I said, probably not worth the effort, if it's even possible, though.
It's definitely possible, just never been too seriously considered. I've considered it for Dead Ringer fixes, adding ubercharges to the kill feed, and so on.
