KeyValues store metadata for resources, scripts, materials, etc. Metadata is data for data.
Say you have a frag video on your computer. Yours or one someone else made, whatever. Let's call it thebestfragvideoever.mp4. This video also has data. For example, on your computer, you can check out the size or length of a video (in this case, the best frag video ever) by, if I remember correctly, going to its properties. Here, you'll see info regarding this video. That's the metadata.
So, for TF2, "KeyValues" is what is used to store this information. I don't exactly know when or how this information gets "buffered" and why it caused a crash, but yeah. That's the gist of it.
Someone describe further and/or correct me on any mistakes.

Could this be why pubs are fine, but lobbies, pugs etc (anything with mp_tournament) are fucking garbage?

Could this be why pubs are fine, but lobbies, pugs etc (anything with mp_tournament) are fucking garbage?
If you can truly determine that it's only an issue with servers running mp_tournament 1 and others can duplicate this issue the same way you can, then sure. Maybe there was an issue loading everything properly because of it and/or anything that comes from enabling it.
I haven't been playing enough recently to have this issue or to know about it and figure out what could cause it.
