They have been doing that somewhat at grand finals and such, actually they still use STV but without delay.
But they don't do it because with the delay they can determine when what happens and offer a better viewing experience.
I think at some point they went down to 5 seconds of delay at grand finals for i58 or something but I'm pretty sure at the more recent lans they got rid of the delay altogether.
And they use STV because you can run tf2 in unsafeinsecure mode meaning that they can use plugins that offer seeing players/stickies through walls etc.

STV provides a lot of advantages that watching in-game simply wouldn't. Running in -insecure mode means you can't connect to VAC secure servers, but it does allow you to run castingessentials, a plugin that pretty much runs our huds, as well as make a bunch of other modifications meant to be more helpful for the viewer. STV also provides a delay to the server, which makes it possible for a different plugin called cheatfeed that lets observers see what happens ahead of time, so they can spectate airshots/backcaps with a lot more consistency. That plus delays to help prevent screencheating in casts where all the players are still in the LAN stadium, I'd assume. I've never done production at lan, but that's why we use stv in general

Casters at LAN probably don't even use STV or ingame spec, they use 'program feed', seeing what the stream will see and commentate on that, and there is a 0s delay on lan STVs too, so the director of the stream can decide to cut to IRL cameras aimed at the stage/player/crowds and not look out of sync.

Online casters can be in STV and zoom around separate from the observer/producer of the stream and look at completely different things, also they will be in STV because of the aforementioned plugin(s) and the 90s delay from the live server.

From what I remember, the last few lans I've casted at we had one PC which was in the 0 delay STV so we could fly around and watch what we want, and one PC with the program feed so that there wasn't a disconnect between casters and the stream.

It also meant that sometimes the casters could catch things and comment on them that the stream don't see, because it's impossible to catch everything live with 0 delay. Shoutout the obs though, namely gemm, sim, and kaja, because they are the ones I remember most from i-series and being beasts the entire weekends.
