most likely 6s. the reason why 6s works better is because it's easier to find dedicated mains for the 4 classes than it is to find dedicated mains for all 9 classes, a lot of the time you just end up with people that are good at X or Y class but don't really main them, because there's no alternative. and getting 18 people together for scrims/matches is a serious pain in the ass. 6s is better because it's smaller, easier to follow for spectators, and much simpler than highlander.
that's not to say highlander isn't good or whatever, any gamemode where i can play heavy full time is good imo... it's just that it's a lot more inconvenient than 6s

if a modern soulless org/company made a TF3 with comp mode it would probably classlimit 1, 5v5 or 6v6, and with new classes every few months instead of new weapons, like Rainbow Six Siege or Overwatch
6s but actually having all unlocks because they are all balanced and dont break the game like they do now. This is not to say no class restrictions, but just no unlock bans.

this thread wasn't asking "if tf2 was announced as an esport tomorrow, what ruleset would you advocate for", it's just asking what it would be like in the most realistic scenario imaginable
and if it's anything like every other esport, no unlock would be banned period, let alone almost all of them
