Ok so long story short for the last month or so I have been having this bug basically EVERY GAME and that only happens on competitive servers (I tried on pickup, serveme and quixalite)
The bug boils down to this, after like 30 minutes of gameplay my game goes like in 4 fps mode, when i look at my actual net_graph 1 I still have my usual 300 fps but the screen only shows like 4 fps and also my sound goes also in 4fps mode.
only way to fix it is to restart the game, which is kinda cringe midgame.
I used twelvef's config and now i use mastercomfig medium low
Here is what i tried to fix it, and didnt work :
clean install
change config
change res
with and without lod bias
fps cap
and probably other shit that i forgot

check task manager to see if steam web helper is taking ur memory cause I had the same issue even after disabling overlay.

I've also been having stutters similar to that you have just described, audio crackling and frame stuttering. I'm using mastercomfig low. I've recently verified the game files and I think that might have been the cause but we'll see.

scrambledthis sounds a lot like thermal throttling, have you checked your temps?
did a quick stress test my pc seems to hold without any thermal throttling and it has been last air cleaned one month ago

I switch huds regularly but funnily enough didnt have any bugs since im using knedit, however i played like 4 games with it

nvidia shader cache? Mostly affects ue3/4 games and newer source games, the only old source game/mod i've personally had issues with it was neotokyo but that mod was pretty jank from the ground up
no clue if that'll actually help but given you were presumably using hardware/whatever based recording (and most people don't utilize HDMI audio from the GPU), i think that is why audio was having issues but video wasnt.

Ok so had the bug again while having afterburner enabled and my temps never go over 70C however my frames do.go from 340 to 150

bug still not solved im getting desperate however i have two new observations
The framerate is back to normal when i have chat opened
i never had the bug when playing in asian server, it only happens in EU

i had this exact problem so bad that i stopped playing tf2 for a while. never figured out what it was but i ended up getting a new pc eventually

Have you checked your RAM is seated properly and not fucking up somehow?
I'd suggest trying reseating one stick and taking the other out completely, then do the same with the other stick and see if it makes any difference.

Also i tried clearing my shader cache but most online tutorial alude to files that arent on my pc

You can use LatencyMon to check for drivers that are causing DPC latency spikes.
Let it run in the background and check on it when the lag happens.

It seems you already did a clean install but sometimes Steam Cloud can download your old settings, make sure that disabled.
Can you try this:
Go to your TF2 directory (Steam\steamapps\common\Team Fortress 2\tf)
1- Delete these folders: cfg, custom, materials
2- Clear your launch options and put -autoconfig,
3- Verify game files
3- Start the game and quit
4- Remove -autoconfig
5- Try commonly used configs

Got a bit angry at this whole issue and decided to reinstall all my drives and reinstall windows + update my bios. I'll update you guys to see if this worked or not
