My read on the situation is that, when people say pencil jump, they are simply referring to jumping without holding crouch.
However, the name actually has it's origin in a peculiar pose of the soldiers model, where his legs are completely straight.
From my brief testing before writing this post, simply letting go of crouch will cause the solder to do a 'windmill' motion, where his legs look like they are walking.
Does anyone know how to consistently replicate the true pencil form?

If you pencil jump it means you dont air strafe
If you pencil jump it means you dont air strafe
Pencil jumping means rocket jumping almost entirely vertically without any airstrafing. The truest pencil jump would start from a standstill with a regular rocket jump aimed straight downwards, with no airstrafing whatsoever

Different people use pencil jump to define either 1. Jumping fairly straight up and down with minimal airstrafing or 2. Jumping and letting go of crouch leading to the "pencil" animation soldier sometimes does with his feet straight down.
I would assume the downvotes are coming from people who prefer the second definition.

The most consistent strat i found after like one or two hours of testing was standing still, then c-tapping while walking (to the left) and turning to the left. It seems to depend on the state the legs of the soldier are in while taking off/uncrouching in the air and (maybe?) also the momentum you have. I think uncrouching early after a non c-tap jump with this movement also worked fairly well.
