Disregard what I said before about TF2 running well, it's back to being abysmal. Knew it was too good to be true.

Well that sucks, but as I said before. Vista is a pretty horrendous OS, if you upgrade to 7 you will already see a boost in performance. It would be your first step to getting high fps, then you can buy CPU/Ram?video card.

You just compared LOAD temperatures to Idle temps.
Use an application like prime95, which will stress out your cpu/ram way past what tf2 can push. This will cause your hardware to get even hotter. You should always have some headroom with thermals...
I suppose you can use speccy to measure temps but I like to use hwmonitor. Or coretemp if you're picky.

edit: didn't even refresh the page/see the second page. Sorry man maybe you should think about working part time or getting some money to get a new rig. If you need any help with parts and components hit me up on steam. Until you decide to get new parts just figure out ways to make your game playable :\

Please get a new computer this is the only reasonable solution. Cleaning your psu exhaust isn't going to upgrade your computer.

I was able to get a windows 7 key for free through my university and DreamSpark. I'm not sure if this is a viable solution for you redban, but i thought i would let you know in case!
If you decide on upgrading your cpu, before doing that you could try overclocking it. I have a similar cpu, it's a e5400 dual core at 2.7Ghz and I can upgrade to 3.8 Ghz which runs tf2 absolutely perfectly, even overkill.
Anyways, try overclocking and see how much performance it gives you. Keep in mind that it will reduce its lifespan but if you are planning on upgrading, you might as well go for it

if you're on such a close budget you might want to consider just torrenting a copy of windows 7 although it's understandable if you're against that.
How much is it to buy windows 7? Like 100 bucks or something? If that left you with $350 you could get some 4 gigs of ddr3 ram, a decent new motherboard and maybe an FX-4100 or around there. That should leave you with a bit of money not spent
