Because it makes you run faster and gives you 75 health for one kill.

It also only deals 65 damage on a melee hit, and doesn't one hit like the Axtinguisher does. You also have to allow the pyro to get in your face.

Pyro running faster isn't a game changer, running a pyro to mid is silly, and only works for surprise plays(which is good for spectators).

It's a fine unlock, I don't know why they needed to ban it.

Frontier Justice: Get one kill from suicide then you get 2 180 no damage falloff shots.

Widowmaker is so good if you uber it. Shotgun everything.

I would like to see the blackbox being run more. It does stop bombs to an extent but results in an interesting playstyle.

As a heads up the Bazaar Bargain charges at the same rate as the default sniper rifle, so it is a direct upgrade and I'm not sure if the voters knew this. Apparently, this is a bug from when the massive re-balancing update came out.
