Bubba's right and as obvious as it may sound, you're not going to really get anyone on your friends list unless you add people. Most people will accept the friend request if you played with them before, some might not.
But either way, there's no harm in trying is there?

Play lots of pugs, tf2mixs and be active on the comms. People remember the ones that communicate a lot in pugs. After you're done playing the game try to discuss how the game went with them or compliment them on the sick airshot they got. Then just add them to friends. I get random requests from people I've only played with once or twice all the time and i certainly don't mind.
You could also try out for a team. Playing on a team is a great way to make friends and you will have scheduled friendship bonding time Monday to Thursday from 9:30 to 11 est (aka scrim time).

I always feel as though adding someone without a decent reason would be odd, so there are plenty of people who I consider friends who I don't have added, and it's been long enough that if I add them now it would be awkward.

A great way to make friends is to find a nice community pub, with a comfortable amount of members but not the 50,000 people steam groups that use robots to spam invites. The most touted one I've heard about is Stooge, and I've met a bunch of friends there. It's hard to stumble upon these gems in a sea of quickplay servers, but if you search hard I'm sure you'll find a group of nice people. :>

At the very least you can MGE and DM. If you do that often enough, people will start to recognize you as a regular on those servers. It's not as good as what others have suggested, but it is easier, and you can do it whenever you have time.

More OT: joining a really low level ugc 6's or HL team and having fun with them is a pretty good way to make some buddies you don't really have to scrim and practice all that much nad it's like 1 day a week commitment(and most the time you can miss matches nbd).
