I explained this whole situation to a friend of mine who had no prior knowledge of tf2 and she didn't even know competitive videogames actually existed. Basically everything starting from the adventures of detective breloom until now. I didn't explain what IM and invite were because I don't think she's ready for that roller coaster ride.
She suggested instead of cheating with programs, you should instead try taking steroids like normal athletes. Hopefully this will improve your precision and reaction time. And I mean what are they going to do, make you pee in a cup at LAN? Will ESEA admins be forced to watch? There's no official ESEA rule against performance enhancing drugs iirc.

I know it seems like you are being altruistic and/or a good guy but you're not. It seems like a thinly veiled version of a kid jumping up and down screaming "HE CHEATED HE CHEATED. THAT MEANS I WIN" over a single game. It was likely from the beginning that no ESEA action would be taken. It seems clear that he wasn't banned as a result of cheating in Tf2
