Lots of people get the exact same thing after the TF2 update, I'm pretty sure that the problem is with TF2 and not on your ISP's side.

i had this issue a long time ago try replacing your cables mine had been bent too much and was causing packet loss spikes

Do you mean replacing your ethernet cable? I get the same thing and I'm using a 3+ year old ethernet cable

try e-mailing them if you're sure that it isn't your ISP
they basically told me they couldn't do anything but at least it can help you narrow down what's causing it

I had our upstream look into this and it appears to be on Verizon's end. Unfortunately, nothing we can do on our end.

Good luck explaining some minimum wage teenager what is packet loss and why it's bad.
ISPs support centers, hell, even most technicians have no fkin clue how to deal with this kind of specific stuff unless its some higher up specialist. Also most of the time its the ISP infrastructure and network just generally being shitty.

i talked to nfo and they got me headed in the right direction to fix it, theyll say its an issue with att overflow but it was one of their subserver guys. just talk 2 them

Just because you get good routing to the mumble server doesn't necessarily mean you're getting good routing to the tf2 servers and since really only 1 or 2 companies sell tf2 servers anymore there is a good chance you're getting routing issues. Call your isp.
