Can i have a good aim at sniper with 45 frames per second and 60hz monitor. People said >120fps and 120hz monitor will improve your aim.
You dont practice sniper by making threads on tftv, shut up already. AFL mge is open, AFL pugs are open, put them to use.

if you are not comfortable playing with your current setup, yes, your progress as a player will not progress very quickly
that being said, just practice, get used to what you have now, and then practice more. nothing about 60fps, or 120fps, or 1000fps is going to unlock some magical talent inside of you and make you a plat sniper or whatever, it's just regular practice and a drive to improve your game.

I stopped having that mindset and opinions on having better hardware (in terms of how it would affect my ability to play TF2) and just focused on playing with what I had. In time, I got better. You learn to work with what you have. I can't imagine your PC is so bad that your best can literally only be so small.

I stopped caring unfortunately and that's what did it (aside from the work hours that interfere with scrim hours). But yeah, work with what you have. It's not like you're playing with 10 FPS. While having bad hardware will definitely make it hard for you to reach your full potential it will by no means define your skill as a player, only you can do that. To drive this point home here are some things for you to think about:
Blaze plays roamer at 100 ping almost every scrim and match and is still considered the best roamer in NA by many. Would he play better with lower ping? Absolutely, but he doesn't complain about his ping all the time he just deals with it.
I remember watching a Dummy POV where he was literally playing a match with a broken mouse. It was pretty insane to watch him aim only to have his mouse lock up and start getting all jittery, and then watch some magical pipes still hit targets.
I want to say that Clockwork had fps problems a while back too, but I'm not 100% about that so I'll leave that alone for now (feel free to comment on this someone/clock).

my old comp used to get 40 fps and i had a 60hz monitor back in s8 of highlander and was considered one of the best snipers still. so yes it's definitely possible but you'll stil be at a disadvantage compared to people with better hardware.

You only have 700 hours total in game, so i don't expect you to be a very good sniper. I used to have 30 fps and i have a 1280 by 800 resolution, and my sniper performance was just fine.
Yes, a 120Hz monitor and a computer that can reliably get above 120FPS wil turn you into a god instantly, without even trying! You actually dont have to touch your mouse at all, it moves on its own and kills everyone and you become the best sniper in the game because you spent money, PAY 2 WIN!
This can be accomplished much more easily with a CRT as it gives high refresh rates at low resolutions so it takes less to get more frames.

honestly ya hardware and stuff matters a bit, you will see an improvement

i play tf2 on my blackberry and still manage to go at least 11 ham

People play on consoles with capped fps of 30, I'm sure you could play with a more precise mouse and 15 more fps.
spending a lot of time asking people how to get better instead of practicing will make you better

I'm starting to think Apple is a troll.
Apple if you want to get better keep playing. It takes time to get good and having 45 fps or whatever doesn't matter. All you need to do is to pub on your favorite server and have fun... maybe you will get to know some people on the server and start a team. If you aren't able to be on a team keep pubbing and trust me, you will have fun.
Good Luck man and if you aren't able to get better than you are now keep practicing some day it will click (on a head) and you will enjoy this game.
