I recently started hearing a buzzing static noise as a constant background sound in cp_badlands, I've noticed that a few other people have complained about this as well.
I've completely removed all my TF2 files, disabled the Steam Cloud, used a default installation, and the problem persists.
What's odd about this noise is that it only occurs when I'm playing in an online server; if I locally open the map on my client with 'map cp_badlands' everything sounds fine.
* After writing this post I noticed the same issue on cp_granary too.

Wow I thought I was going crazy, I heard the same noise on granary earlier today while playing a lobby. I shrugged it off because I could not hear the noise on my local client when I loaded cp_granary.

Try snd_refresh, and try to record it so we can hear it

I just heard the noise on cp_granary too.

I tried snd_refresh, and that didn't solve the problem; I'll try to record the noise later.
ShunRaise snd_mixahead?
Raising snd_mixahead to the default value of 0.1 didn't fix the issue.

What framerate are you running the game at? It might be coil whine from your GPU.

If you have any custom sound mods, for whatever reason either sv_pure or the vpk cache will cause some noise to play after your custom sounds play, and sometimes randomly. However I've only noticed this with my non hitsound sound mods (class select mostly), so if your only custom sound is a hitsound, then none of this matters probably.

This also happens to me when I play in Russian with halloween voices (which I would highly recommend doing)
