I've found a way to force tf2 to use glitched dxlevel 7 that does look like something between 7 and 8,
and will turn variety of map props invisible from distance even on sv_pure 2 servers. SCREENSHOTS
I haven't ran any fps tests cause nobody should be using this in the first place.
I do not promote or recommend the usage of this in any way.
1.
These goes into your autoexec.
mat_forceaniso 16
mat_trilinear 0
2.
-dxlevel 96
in your launch commands.
3.
Launch tf2, once you get into main menu go to options > video > advanced > filtering mode and select bilinear.
4.
Press ok > apply > ok, the game will lag between those
5.
After you've made it back into main menu, go back to options > video > advanced and check your dx level.
Now it should say your Hardware DirectX level is 7.0

after testing this for a bit i got it to set to dx7 in settings but dont seem to be getting any of the model bugs
any thing i could be doing wrong?
edit: ok this works with maxframes but not dx9frames configs, not sure on the exact commands which change it

iirc dx9frames uses trilinear filter. Change mat_trilinear to 0 in the dx9frames config.
There might also be other settings that are different in maxframes that could prevent this from working.

I honestly don't think that you can play any form of online tf2 with this, so you might as well just play in either dx8 or dx9

It's just a neat thing you can do and experience, it's not at all recommended to any of us as it's probably breaking a load of different leagues rules as it gives an unfair advantage.
It MAY be more beneficial to people just wanting to milk as much fps as possible (if it even gives more), but it's not suitable for comp players due to it breaking rules.
Lets just leave it at that.

The white rectangle is only there because it's not on dx9, since it's a refract material. The quake font and heart health are customizations too. I'm not a fan of prismhud anymore, I stopped working on it because I knew I could do better, but I don't think it's horrible (when it's not literally broken from dxlevel).
Things like the cp icons though are broken because of dx7 from what I can tell, keep in mind too.

I'm using this and it's awesome; I so far have found no problems (or I'm just such a noob that I haven't memorized the terrain enough to notice anything is wrong).

No, because you aren't introducing anything foreign. Think of it like a script; it's in the game, so it's okay.

The question is, is it actually using DX7, or is it just reporting that it is?

Well, when medic megaheals someone, the guy just looks like he got dunked in ugly red/blue paint. And there's no magical glowing ring coming from his feet. I'm quite sure that's a good indication the graphics are below dxlevel 80.

That's not at all right, though. Just because something is bugging out doesn't mean you're running on a different software and hardware protocol. That isn't valid evidence.
