you can definitely get people hyped to win in servers, i've managed to do it in valve servers, so i'm sure anyone can do it anywhere
communicating in pubs can easily create a chain reaction and have everyone start to do it

I could never pub like that again. I usually use the most joke loadout I can find and use the most out of really dumb weapons the game has to offer.

THG one of the best pub communities, spawned some of the best community HL teams that went on to make teams like May Contain Nuts.
It's rare but it's what is missing from TF2 these days, solid pub communities where you can join, chat to people and communicate in game. These days it's all Russian 11 year olds on Valve servers screaming in your ear.

When Kevin tried to start those 12v12 pugs that were basically just pubs with mumble I was really excited, but I guess it never took off. I'd love to see this revived, etc.

It's sad that pubs like this are a dying breed. Like fox said though, all it takes sometimes is someone to start calling the shots, and then everyone will join in.
Also, god damn I forgot how pretty tf2 is.
