A demo with loose cannon has a lower effective spam range besides just rollers due to the cannonball exploding before reaching any real distance compared to stock.
The loose cannon is only very useful on lasts and a few mids compared to stock. If your ubers are getting fucked by everyone walking through chokes together well the easy solution is to not do that, spam would fuck you up anyways.

The Loose Cannon doesn't need a ban. As soon as someone gets in your face, your life is pretty much in the hands of your teammates since you can't really kill them without killing yourself in the process, unless you're able to push them back but they can still come back later depending on team positioning and junk (frag > bought time). It's good for far away chokes but that's about it; it's pretty much the reason why most demomen don't use it.
For me personally, there are just too many moments where I pull out the loose cannon and wish it were pipes so I can just kill the guy once and for all. Kind of a side-grade imo.

Overall the loose cannon makes the demo even weaker at close range and worsens his ability to spam everything that isnt a choke.
