I think emotes that are universal is a necessity. Stupid inside-jokes and memes are funny and useful for community members, but growth is just as important as retention. I think both types of emotes should be included, but TFTV should prioritize universal emotes revolving around significant aspects of the game (eg airshots, uber drops, meatshots, etc.). These universal emotes could also be used in other chats. Someone subscribed to TFTV could post a sticky bomb emote in summit's chat, viewers would recognize it and hopefully be intrigued, and do some research on TFTV and find there's a competitive scene for TF2. Someone posting TFTVDankSeanbud in summit's chat does not have the same effect. It's not funny to anyone and they'd likely ignore it.

Just an update with the emotes:

We found out we have 9 slots for emotes, and have decided we're going to start from scratch with creating a bunch of fresh ones for the channel. Which means we're replacing the ones we have now. I believe Liz is fleshing out some that she'll post later tonight for feedback.

Text emotes would be almost as bad as the current ones. I don't understand why anyone would want an emoticon of text. Using an icon or an image is much more interesting.

i think the only words they're thinking about adding are "air", "meat", "head", and "shot" to combine into a few different phrases. these will potentially be only be four out of nine emotes.

there are other emote ideas being thrown around now as well, the "+2" being one of them. i personally think the (limited) will be a fun way for chat to freak out at big moments, which i assume is the goal with them. obviously, it won't work for all of them, but i think they could be pretty good.

I tried to make a rocket trail going upward and exploding but I couldn't get a good feel for the particles emitting from the explosion, but I think something like that would get the point across and look alright.

Also I wouldn't mind the words "drop" as an emote as long as they had the same effect of uber particles fizzing and a +2 floating somewhere amongst it

Using 4 our of 9 just for some select phrases isn't exactly the best tbh, maybe when you have a higher volume of emotes available then yeah but as it stands it will just lower the choices available.

I think you should have some emotes that can be used in certain situations and as well can just me used to express an emotion or something.

Having a face like this for a spy as an example would work ok for moments where there is one in game (imagine the spam) and can actually be used as an expression (similar to EleGiggle). Could be used like a sarcastic kind of way "NICE UBER tfSpy"

I would also say that steering away from faces of TF2 people would probably be recommended because there's only a few people that could warranty such a face and it actually be used (Admirable is literally the only person and he's pretty relevant for people old and new to the game).
