I'm pretty sure Killing made that decision. It was meant to deter teams from breaking up in IM due to how difficult it was to get there.

they only did that for the first season or 2 of im when it was a new thing because the division hadn't really been around long enough to have any sort of team pool

Do people think it wouldn't be a good idea for ESEA to look at the one or two rosters to promote in open that might happen every season due to teams being unable to get IM rosters?
Like wouldn't it make sense for certain rosters to be able to appeal for IM promotion if they're unable to find an IM roster?

Both teams literally had two or less players for a full week before the actual deadline for and organization of S19, and could have easily been replaced with two promotions from Open, but instead were simply left alone. The "teams" in question were Show Me the Monet and i love novice (ex-Mad Men), by the way.

It's because of how ESEA's rules are designed to promote roster longevity, something which isn't really respected given how many teams die off and reform each offseason. It now takes four seasons before a team can be part of the Pro League in CS (with hijack rules to prevent most teams from skipping part of that process), and ESEA won't let up on that by doing placement tournaments (the closest thing is the two promotion/relegation matches for the Pro League, something new this year).
We are lucky that we don't have the rigid structure of Pro League and that teams can still be manually placed in Invite by an admin, mainly because we don't have the size necessary to make something like that happen, but lower divisions don't have that privilege and must follow ESEA rules.
It's not something that the TF2 admins can really be blamed for since it seems they're given a tight leash when it comes to running the league the ESEA way. (Remember when they almost got fired for turning a blind eye to Open finals being played off-client?)

idk i mean its right in the title of the league "Open". i dunno what people expect, open means 'open to everyone'. If you're wanting to get good you will have to play really good teams eventually, not matter what division. And if you're soo far away from these stacked teams as far as skill goes, you'll likely have enough losses that you're only going to play other people with similar records.

i think theres a big difference between a team with invite players on it and a team that has previously played a full season of invite together. one of those two definitely have no business playin in open.

However, their roster most of the time wouldn't have been able to compete in invite, so obviously they belonged in open.
