Ok so this is probably a very searchable question but Google is proving to be useless.
Is there a way to make processes take up little to no RAM/cpu memory when they are minimized/in the background. I'm looking more towards Chrome.
Playing TF2 - 144 fps easy
Streaming TF2 - 144 fps easy
Doing either with Chrome open - 110 fps max with stuttering and input lag.
I feel like there is a fix out there outside of closing the windows.

set the processes to have low priority in task manager? idk

The more extensions you have, the more memory chrome uses, even though they run in the background. Minimizing extensions would improve RAM usage.
It's possible to make Chrome run in a single process, rather than per each site:

Chrome's known for being RAM intensive. Give Firefox a try as several sources prove it uses less RAM. A build of Firefox called Waterfox was specifically made to have the lowest RAM usage possible. You may want to look at that.

i just swapped adblockers and turned off some excess extensions, ill report back my findings when I get home.

Chrome is RAM intensive but not as CPU intensive (pardoning some extensions/plugins like Flash).
Firefox isn't as RAM intensive, but is more CPU intensive (especially with Flash).
Since TF2 relies on CPU power even more than RAM, the only way to get a real butter smooth 144fps is by closing both. I hate it, but it's the truth. I'm running one of the best CPUs for TF2 (the best per-thread performance) and I'm on 16GB of RAM but I can't have Firefox or Chrome open at the same time without some form of stutter or lag.

I've had this issue on both Windows 7 and Windows 10. It isn't the fault of a specific Windows version, but just Windows' awful task scheduling in general.

i uninstalled adblock plus, turned off google drive sync, and deleted any other extension I wasn't using (chromecast + twitch rechat) and I can now have chrome open and TF2 at the same time in case anyone is wondering.
I switched adblockers to adguard or something, it has a green icon
