Quick question, I want to make a hud element for heavy like the charge meter for the hunstman or stickybomb launcher that counts up to one second after you start shooting the minigun, is that plausible?

yeah just add a tick mark to the huditemeffectmeter and place it where the meter should be when you want the timing
for example you put a tick mark on the bonk atomic punch bar when the bonk is going to run out.

You can change the stat bars on the StatSummary and StatSummary_Embedded.
StatSummary = loading page stats
StatSummary_Embedded = loadout menu stats

I had the same problem just go in to material/console and copy background_2fort.vtf and rename it background_material.vtf

The options selected item is hardcoded to the color orange, so just add the color orange to your color definitions and make it whatever you want. Not sure if it does control anything else though.
You can change pop-up menu colors through Frame.*, but for some reason tf2 likes to take an alpha'd version of the BgColor (which is the window outside color) for the interior bg. At least for the console you can get around this by setting some things through an added definition:

I've been trying to figure out my HUD and I have no idea what to do. I'd appreciate some help. I have PVHUD and I've been trying to fiddle around my files with no success. I've gone in tf/resource/ui, opened up "TargetID.res", and gone to "TargetDataLabel". But from there, I'm stuck. I've tried changing the "wide" and "tall" values but neither have done anything. I want to try to get it underneath the killstreak meter, but everytime I try to move the xpos or ypos it gets cut off as shown in the picture, and eventually if I go too far, it disappears. Changing the wide and tall does absolutely nothing (probably makes it worse to change it). TextAlignment is at "east". I've tried everything but it still gets cut off. So if anyone can help me that would be great.

I think you can just change the "killstreak_width" to 0 in scoreboard.res

Can you change the background of the panel (PanelListPanel) that the server list is on (black arrow)? It seems to be a weird alpha'd version of the overall panel bg.
Where can you edit the individual server panels (blue arrow)?

More importantly I care about modifying the selected color since right now it appears to be the same or practically the same color, making it impossible to know what server you have clicked on.
What about the font for the panel? Oddly, the background of the text appears to be set through sourcescheme (Label.*, so is this font in sourcescheme because I overwrote all the font definitions there.

open SourceScheme and look for a value with really high R G B values, 0 0 0 is black 255 255 255 is white
red+green = yellow
red+blue = purple
green+blue= teal
youre looking for something probably like 200 210 100 or something if i had to guess
