Yes, the report should have been more thought out if a case wanted to be made at all. This is not to say it was a valid case to make, but you can make a lot of bad arguments sound decent if you word them properly.
That aside, however; a perma ban for a lousy report, and a lot of the minor things that have happened on TF2C is going too far.
