So i just re-installed tf2 and put the chris maxframes cfg and i go to load up tf2 and when i join a server or play offline, the game runs in like hyper speed like the time for a map or server goes like 2x the speed and i have no idea how to fix it,

fps_max 300

That overclock is most likely the cause. Try going back to the default clock rate.

the only reason this is happening is when fps goes over 1000 on source engine it does weird thing such as speed up, just do what #2 said, set your fps at anything but no higher than 1000.
