I think seeing the enemy's HP, uber, targetid, favorite color, and social security numbers is a bit op as it stands now which is probably why it's been banned since the get go. I'm proposing a change to it completely:
When EQUIPPED, the Solemn Vow has a permanent hud element to your screen next to your current ubercharge percentage that shows the -/+ advantage of the enemy medic.
When ACTIVE, it reduces your movement speed much like the Scottsman's Skullcutter does by about 10-15%.
This unlock would accomplish two major things: Makes the game more accessible for matchmaking newbs and increases the pacing of the game tenfold because you're no longer waiting in that relative safety time period where you think they might just be about able to get uber in the time it takes you to push, etc. Map design aside, you'll see a lot less stalemates and more action.
What do you guys think? Is it too much? Does it need a more pronounced downside? Do you like Piña Coladas?

the solemn vow's current "downside", as it's given on comp.tf, is literally just "doing the thing that it lets you do could be slightly dangerous", which is like saying you shouldn't use a knife to stab someone because if you need to stab someone you're probably in a bad spot

Ah, I didn't think about that - the kritz surprise. I guess it needs a bigger downside then. How bout the downside is if they run kritz, it makes your uber charge SLIGHTLY slower OR the solemn vow simply doesn't track a kritz unless one has been deployed previously. So you still keep the tactics in tact (tm) and retain all of the usefulness of tracking them.

1) you can just mouse over a different medic, if this is such a logistical nightmare
2) even if that point was genuine, it's still meaningless because once MM is out we should not be balancing for pubs

So getting back onto the idea of changing this weapon, here's what I've come up with
- increase attack speed penalty to 25%, and having all other attributes available only when active
- cannot see medics ubercharge, but can see their medi gun name (similarly to the spy, but the medic will be unable to see the ubercharge percentage). You will still be able to see the enemy medics health though.
- slower switch to and switch from speed (maybe 20-30% slower on either end?)

I think they should change it to as the name suggests and make it so it heals whatever target it hits. It'd provide a nice burst heal but leave the med very susceptible to splash and run the risky of healing an enemy or chaotic last fights.

People can't even aim with that thing as is, we don't need medics running around trying to hit people with a statue either. Medic is one of the least gimmicky classes (in 6v6/9v9), they don't need all kinds of funky ways to perform their role beyond medigun and crossbow.
Just make it possible to see hp and ammo of whoever you look at, and add like +10% bullet damage or something equally normal. Unless you're really gonna make use of it, it's a downgrade. Utility. As unlocks should be.
