tf2 flickering

I need someone to figure out why my game is flickering like this.
It happens in most of the maps on tf2, mostly stock.
The config i have is chris' maxframes.
It stops flickering when i remove maxframes, but i would rather want to play without all the clutter everywhere.
Any solutions?

This may not be your problem, but this exact thing happened to me when I was in dx8. It's been fixed ever since I switched to dx9.

you updated to the new nvidia driver, either roll back or play -dxlevel 90
