Practise is key as others have mentioned. But if you already mentioned he plays mge and dm everyday and doesn't seem to be improving, maybe it's time to take a step back and try to understand the concepts of the metagame and the class a bit more? Scouts is probably the most unforgiving class as in you can be a beast in dm and mge and still fall short in a real game if you don't get the grasp of it.

Yeah in hindsight you're right about demo, but I mean, I've seen so many dm heavy scouts get schooled in real matches because they just seem to switch off their brain and rely on their dm, guess that can go for any class tho.

What exactly is he not consistent with? If he has been playing a lot of DM and MGE, but hasn't noticed improvement with hitting shots, then maybe there's other factors. (ex. lack of sleep, stress, nerves)
If gamesense itself is the bigger issue, then maybe he isn't listening to comms like he should be? I've seen tons of people make dumb plays and die because they didn't listen to comms, myself included. It's also possible he simply hasn't played enough to have the basic knowledge he needs. Like others have said, it really does take time and practice to develop good gamesense. Him reviewing his own demos or reviewing them with a teammate should help somewhat. Make sure he's actively listening/responding to critique and not just staying silent/making excuses for things. Also, I have found that watching high-level teams play with comms or casting can be educational too, so he should do that if he has some free time.

how much does he comm? and is he feeding a lot and taking unneeded 1v1s? if he is a flank scout, i'd ask him to play more around the combo and heals so he has a higher chance of not just feeding and hell also learn to play a lot "slower" instead of running in to just frag everything. idk if itd work with your team's dynamic but its worth a shot. if he plays with the combo more you can more or less "micro manage" him until he is able to make the decision you want him to be making on his own. and as everyone else said it takes time to understand the game and he should watch as many demo and demo reviews as possible. it helps immensely.

give him some time, what one person can understand and use with success in couple of days, might take weeks for some other person just to get used to 'changes' and realize why and how exactly this and that thing works and then utilize it successfully
if we talk dm part, ask him if he actually tries to aim and tracks his targets, not just random flicking all over the place, I feel like it's an important thing to talk about, also that might be his sens or some other thing like that, more technical for lack of a better
in regards of gameplay it's easy - watch his demos, watch top players demos, and actually that might help watching lower players demos after a while, just so he could point out what they're doing wrong and why is that not working so next time he would think twice when this happening to him
