my ping shows up fine through the command prompt but when I hop onto servers in any game it keeps jumping between 40 and 200 every few packets and its impossible to play

what do i google to fix this?

Try PingPlotter to see at what hop your ping start to rise
tracert is ok as well but it doesn't show enough info tho

Edit: also your ping could rise if someone in your house is using a lot of bandwith - say, watching videos or anything heavy, since you have low down/up speeds

it does it all day but i do live in an apartment. everyone else has work and lives tho so idk who's fucking with it at 3AM

i think 10.10.5.1 is the apartment's router, idk who i complain to about fucked up packet loss on it :(

(its in an unlocked part of the building can i reset it?)

Are you using wifi or something like a wire from your apartments router or whatever that goes into your modem then to your computer? I remember having the same problem as you but the thing that fixed it was getting a new docsis 3.0 modem because my ISP was upgrading its network, so either you had to get the new modem or you were going to get 1k ping spikes randomly at 3am. Like 7-8 months after the new modem I've never had a problem since but idk if that would apply to you.

The problem is 100% on your end. First 4-5 hops show that router or(and) optical terminal you're using is doing some funky stuff.
If you use fibre cable and you have optical terminal try contacting your ISP to see if they can do anything with it, maybe they changed something.

Otherwise you can try to test it on a different cable/router/pc in your apartment and see if the issue is still there. Definitely contact your ISP about this tho.

And if you're on wireless, try to use cable connection straight to pc from the optical terminal (if you got one obviously) without your router.

List of issues that could be causing it:
Incorrect router/optical terminal settings
Losses/poor signal in your cable, could be caused because of mechanical damage or tight curves of the cable itself - if you're using optical cable it must not have tight curves.
