even in pubs before they increased the charge rate by 25% in 2011 or something, the gun was ridiculous
anything that is jarated in a competitive game (6s and 9s) is probably going to die if they didn't already die from the initial shot, so it was overshadowed in most cases, but anyone that has actually tried using it in 6s (usually on viaduct) or in highlander on any map can tell you it has never been a useless gun (like the classic)
no matter how small the radius of the jarate effect burst is, this makes the gun a lot better in so many situations because eating a long ranged, accurate, jarate shot will force a lot of teams to immediately back off or to initiate a fight with uber because having a sniper is basically like playing 5v6 and you don't want to eat the spam of projectiles that should follow after the sniper calls he's going for the shot
idk i feel like the gun was already super strong in certain situations before they added these bonuses onto it

Nope, that's only for the Righteous Bison. The tabbing and spacing shows you the changes underneath each weapon or item
