also by no dust do you mean no dust in your laptop or no dust script in tf2? make sure u clean the dust inside ur laptop like every month.

Make sure to play on dx8 if you don't play valve matchmaking.
you have dual core, so i recommend you to set mat_queue_mode to 2
also you can stretch 4:3 so you will not see any black bars

You should definitely try reinstalling your OS to clean out any junk files, and to help repair the OS ( https://docs.google.com/document/d/1pINtjiMb9p2QF6hez8FA56o2M6DO8kqBjIlX_eT57sg/edit ), make to sure make a backup of your files.
1. in graphic properties (right-click, Graphic Properties) change your monitor resolution to 640x480
2. set scaling mode to stretch to full screen or something like that (i have it on russian)
3. set it to your native resolution again
4. play the game, black bars are gone.

use jarateking's clean tf2, boosted my fps from 17 to 50
i tried that but it removed like so many things off the map, for example on some servers i couldn't see the floor
there should be a light particles vpk layng around somewhere on the site

always plug in your laptop and make sure you give the fans enough space to cool it down.
