Even after the voice codec got upgraded to CELT (same codec that CS:GO uses), there's still a huge lack of communication in FACEIT/TF2Center games (can't speak for matchmaking since I haven't played it in ages). From my experience right now you're lucky to get even one other person using their mic, as opposed to CS:GO where most games the majority of the team is talking.

either way just learn to carry low level pugs w/o using mic, if u gotta crutch on microing people to win those games ur not getting much out of them

Reason: No one that has a mic cares about faceit/tf2c.
Solution: Don't take faceit/tf2c seriously, just play with a team if you want to play seriously.

in my experience it mostly just takes somebody to be the initiator in faceit to get like 2-3 people talking, sure not every game but overall its like a compromise between mumble forced lobby and no comms at all

i used local mute my entire team in pugs all the time because most of the calls were just memes or shittalk you can get alot of information most people call by just looking at them anyway like damage
considering those were IM-invite level pugs im sure that the memes and shittalk in faceit and tf2center are even worse so you can probably function better or the same without calls

I've played through 1800 - 4.3k in the last week on accounts and I've noticed that people under diamond are really fucking nice compared to diamond and up, it's pretty relaxing.
On topic, there is no real solution, if people don't want to talk then they won't talk. Play with a team if you want guaranteed communication
