Getting really bad stutter (windows 10)

System information:
CPU: Intel i7 6700K
GPU: GTX 1070 superclocked
Motherboard: Asus Z-170
16 Gb RAM

I've tried getting a graphics config (Comanglia's config for high end PCs), setting my dxlevel to 8.1, and running TF2 in compatibility mode, but still getting really bad stutter, especially when there's lots of things on the screen. I'm also getting the error where if I die, sounds get looped over and over while my PC is frozen. Anyone know how to deal with this problem?

Make sure XBox DVR is turned off (if you dont know how here's a link to a tutorial). This might help a bit if you haven't done it already.

You can still disable it through your registry editor if you scroll down a bit further in the tutorial.

Have you checked the temperatures of your components? I used to get massive frame drops since my GPU and CPU were getting too hot due to bad cooling..
Also, have you checked if there are any other processes besides hl2.exe using much CPU usage?
Another annoying thing I noticed during other games though is that sometimes some programs (like shadowplay or whatever is installed or active on your pc) are recording your stuff 24/7 in the background. Turning these off gave huge performance boosts to me as well..
