This paper basically just highlights some differences between glicko and glicko-2 (the main difference being that glicko-2 is supposed to adjust based on a measure of how consistent you are), not even the difference between Elo and glicko. From what I understand there's not much reason to use Elo instead of glicko (glicko was specifically made to be better than Elo) but probably in something as imprecise as the in-game matchmaking system the difference would be hard to notice.
It's worth noting that Glicko, like ELO, is designed for single-player games and thus needs to be adapted for usage in team games, and TrueSkill is essentially a rating system designed using similar principles to Glicko.
Practically speaking, for a game using ranks like CS:GO (and hopefully TF2 in the future) you probably wouldn't be able to notice the difference between the systems in the long run.

I read a good amount of the article you attached and I have to say I think it would be cool if some form of this was implemented so I could see my ranking and deviation. However, this will be basically impossible to implement in a reasonable way that is thematically different to something like the elo rating system--based on wins/losses. The only way that Glicko could be different is if it somehow incorporated individual stats into its ranking algorithms which seems really unlikely to happen.
ChannTLDR, but I'd much rather have simple, dummy-proof placement matches than formulas I'm too stupid to understand as a measure of how good I am in a videogame :3

I don't think you understand what placement matches are. They're literally normal matches (more or less) that have your rank hidden until there's a low deviation

Why don't they just rewind the elo to when b4nny had the lowest rating on the site? I think it was working perfectly then
