speedtest gives me bad results because my ISP throttles my download speed to 1.2 MB/s but only after several seconds

so the download speed it gives me is like 2-3x what I actually get

upload speed is accurate though, 0.8ish megabits per second.

1.5 down, a little around 1 up. I'm stuck on 4G WiMAX Internet because I live in an area that doesn't have cable yet (the community was just recently developed). Worst part? They literally have it down the street. Just not at my house yet. I can play TF2 and stuff, I just get powah-tier pings on east-coast servers.
