Im giving 1 ref to a person who can fix this issue. I have always been able to run tf2 at 120 fps. sometimes drops but never below 80. For the past few days i didnt make any changes to my laptop and it sometimes caps at 60, then goes back to 120, then caps at 60, then jumps up again. even though people say its okay, i personally think 60fps is not very playable. I like to keep my fps above 80. Im currently using a variation of chriss max fps config and it has always worked for me with 120 fps.

prolly adaptive vsync or something? check your video driver options
if you have amd disable Catalyst AI because that really fucks up performance in TF2
check that triple buffering is disabled

try another config. this may not help, but I recommend doing it anyway since Chris' is heavily outdated .
also, yes, check your drivers. you may also try a system rollback if you are on Windows and it was fine several days ago

This probably isnt the problem, but I would check your temps while you're playing. Could be an overheating issue
Edit: just realized it was a laptop. I've had similar issues in the past due to overheating. Definitely convinced it could be the culprit here
