6V6 was started with CEVO, which held the first TF2 tournament in NA. They had 2 tourney's back to back, an open $1000 and the Sennheiser open (winning team members all received HD350 headsets).

What were the class limits for that? 6v6 was my first competitive format, so it's hard to wrap my brain around how other non-Highlander modes would work.

If I remember right, I think animeman created a poll on Gotfrag about it. It was the first big discussion about it. I think the choices were 5v5, 6v6, and maybe one more choice. But yeah, 6v6 won by a mile.
You would still find some teams in beta asking for 5v5 in IRC, but I think people just liked 6v6 more.
So, yeah, animeman I believe.

I remember a lot of this playing out in irc scrim channels, the main pushes were 8v8 and 6v6...which a few offshoots of 5v5 and 7v7 tried.
I recall 6v6 gaining the most support from a lot of the folks that came over from games like cod and cstrike, whereas a lot of the tfc crowd favored the 8v format. 6's eventually won out and became the defacto standard for getting those early scrims on the basis that 8 people would be too many to travel for competitive LAN's and that it would be too hard to get sponsors for that. So thank those people for the 6v format as they were pretty forward looking.
Class limit wise I seem to recall the initial limits people came up with were a max of 2 per class...as I remember a team using 2 medics on more than one occasion. By the time that first tourney happened I think the medic limit was set at 1, not sure about the demoman..

Wow, that's a really good question. I remember playing TWL season 1 ladder but I cannot for the love of me when the switch was made universal. Although, I do recall that TWL had fast attack, and 8v8 running at the same time (pretty sure)

7v7 seems like it would be the perfect format gameplay-wise to me, because you could have your 7th always playing a utility, but I also feel like it would either be just him/her always playing heavy or it would end up as some retarded "guess what the other team is gonna run and run his counter" sort of thing : /
both teams having a 24/7 sniper could potentially speed up the stalemates because each team would have a pick class.

It actually ended up being very slow. But, it's hard to say if it was that the game was new and certain things weren't perfected yet, or the fault of 7v7 format. But I do know that going to 6v6 made the game a much faster format.
But, you have to take in the fact that jumps weren't as efficient, demo played with scouts, solly and demo had 32 shots, so you could spam forever, and things like gunboats weren't around. On the plus side, the game was optimized very well, so my old Athlon ran the game at like 120 FPS.
