Manning was an intelligence officer who had security clearance high enough to view and download various classified materials. Most of the politically effective leaked materials related to force reciprocity.
In an occupation, within the confines of international law, the occupied are allowed to resist the occupier with force of arms. The occupier is thereby allowed to respond to this in a reciprocal way - most of the leaked documents and videos related to war crimes committed by US forces within that context. Granted, occupiers are very rarely prosecuted for such crimes, but in the case of these particular leaks, it did give an amount of momentum to anti-war sentiment in the US, and made it extremely difficult politically for the Iraqi government to justify allowing US forces to stay in Iraq in numbers.
