I agree that when a pyro is useless in a pug he deserves a ban, just like a sniper or spy. But when he's doing really good it's just because the other team doesn't know how to deal with it.
Let's say Valve will implement everything we use now into matchmaking, how would you explain to players to only use pyro on last but not on the other points? Have an invisible wall from last to second so only scout, soldier, demo and medic can go to second? People are afraid to try new things, even though I have to say the new pyro changes are a bit too good. But the idea of running a full-time pyro shouldn't be a problem.
And if you want to play pugs just to 'practice' or 'have fun', you can also just not pick the players that run pyro? I'm not saying I like that solution but it's the easiest way to prevent full-time pyros in pugs.

Let players figure out for themselves what classes are good/bad and as your rank increases, you will get more players who are good at the game, and the players who play pyro outside of appropriate situations will stay at a low rank. It's not like other games aren't able to teach players the intricacies of their game. For example in CS:GO players know to only buy SMGs on anti-eco rounds and to otherwise use the AK/AWP.
Also I already said I don't have a problem with full time pyro so long as he is pulling his weight (other than the fact that it's not good practice if I'm trying to improve).

I thought this thread was gonna be about something else for a change but it was another pyro thread in disguise. I was deceived yet again.
The pyro can be killed by projectiles if you shoot him from behind or the side when he is not actively staring you down. Hitscan "counters" airblast as well. Be smart, then a pyro won't have much of an impact imo. Most classes in TF2 are easiert to kill if they don't see you coming.

There is years of collective experiences and knowledge on fighting bombing soldiers or scouts and demomen, but because this iteration of pyro is so new, it is seemingly obvious that it would be unnatural and weird to play against due to the sheer lack of knowledge surrounding how to properly fight it.

If people want to play pyro in pugs then they're going to have to be willing to play him in leagues first. Scrims and matches are the best way for people to learn how to counter and play against certain playstyles. Once people start getting the hang of countering pyro, then I feel that it would be ok for him to be allowed full time in pugs. Pugs are too unorganized for pyro to be allowed fully right off the bat, because of how powerful the class is in a semi-chaotic environment.
