top toolbar keeps stuttering

my top toolbar in tf2 keeps stuttering. i tried removing my hud, using the stock hud and i even got the game with all original settings but this issue is still present.
the only way i prevented this from happening was when i call a friend on discord and screen share. the issue goes away but my fps goes down to 30ish.

pls help me i looked up this issue and i have not seen anyone with the same issue as me
