With Valve being very generous when adding community medals into the game recently, I've noticed a lot of people who are new to working with Valve struggle with distributing big amounts of medals, usually giving them away one by one.
Long story short, here is a small Python program that does exactly this. Feed it with a file that is a list of SteamID64s, API key and a promo id and it will do that for you.

Currently in beta, but it should work.
In fact, this is more like a simple GUI wrapper for the script, originally made by /dev/zero from ozfortress, so most of the thank-yous should go in that direction.
Also, if you are somehow fluent with text editors and reading, you can use the script above for more automated distribution (multiple promos at once).
