How powerful does a computer have to be to run a TF2 server for 12 players with no hiccups?
Would a raspberry pi or an old dual core be good enough?
Would it run better in linux or windows?

Raspberry is probably not powerful enough, plus I'd be surprised if valve shipped arm-compatible binaries.
Your dual core is probably able to handle it. Unless it's really really old.
I'd run a lightweight Linux system, less performance overhead from the OS.

raspberry pi wont cut it, but even an old machine sporting an i3 with no gpu and a couple gigs of ram will do, that’s what I used to run my own server on, i formatted one of my dad’s old work machines installed debian and was up and running in an afternoon

im not sure if it was routing but i found that people tended to sport slightly higher than usual pings (30 instead of 15, 50 instead of 30, etc).

Raspberry Pi is ARM and Valve does indeed not ship ARM binaries so it won't run at all.
Afaik SRCDS is basically single thread with one thread for networking which is fairly laughable so i3 or Pentium (or any dual core really, e.g. Celeron) makes no difference at all.

Most servers would be run on some 2.x or 3.x GHz Server CPU (although with a lot more srcds instances on a lot more cores) so literally any semi-recent pc you pulled from a dumpster would be about as fast even if it's a shitty low end Celeron.
